In the 1980s and 1990s, bipartisan majorities voted to strengthen the Clean Air Act and the Clean Water Act, led by a Republican – <a target="_blank" href="http://njlaw.rutgers.edu/collections/gdoc/hearings/8/86602726a/86602726a_1.pdf" rel="noopener" data-t-l=":b|e|inline click|${u}" class="gnt_ar_b_a">Rhode Island’s Sen.
